 نائن الیون کے بعد شروع ہونے والی مغرب کی اسلام کے خلاف چومکھی جنگ، عسکری میدان میں شکست فاش سے دو چار ہوئی اور افغانستان سے امریکہ اور اس کے اتحادیوں کو ذلت آمیز طریقے سے فرار اختیار کرنا پڑا، لیکن اسلام کے خلاف یہ مبینہ صلیبی جنگ کمزور، اسلامی ملکوں کے لاچار اورغلام ذہنیت کے حامل حکمرانوں کے ذریعے مختلف طریقے سے اسلامی ممالک کی سر زمین پر لڑی جارہی ہے، چنانچہ وطن عزیز پاکستان میں بھی مشرف دور سے اب تک ہر حکومت میں اسلامی اقدار، تہذیب و تمدن، عقائد و نظریات پر یلغار جاری ہے، ایک طرف میڈیا کا ہتھیار دوسری جانب مقبوضہ اور غلام پارلیمنٹ کا ہتھیار استعمال کر کے خوبصورت عنوانوں کے ساتھ اسلام مخالف قانون سازی کا سلسلہ جاری ہے، ان نئے بنائے جانے والے قوانین میں اسلام کے حسین خاندانی نظام، نظام عفت و حیا، نظام معیشت، علماء کرام اور مذہبی سوچ کے حامل مسلمانوں کے خلاف اور دہشت گردی کے نام پر دینی ذہن رکھنے والے سرکاری ملازمین اور عام شہریوں کے خلاف قوانین شامل ہیں، یہ سلسلہ دراز ہوتے ہوتے اب F.A.T.Fنامی عالمی ادارے کے دباؤپرفیٹف بل کے نام سے بننے والے قوانین جن میں اوقاف بل 2020ء شامل ہے پارلیمنٹ کے مشترکہ اجلاس سے منظور کروا کر مساجد، مدارس، وقف اداروں بشمول خانقاہوں، مزارات، یتیم خانے اور دیگر اداروں کے غیر اعلانیہ طور پر حکومتی تحویل میں لینے اور ان کی بندش کی تیاری کی جا چکی ہے۔

 اوقاف بل نہایت عجلت میں بلا مشاورت اور بلا اطلاع دونوں ایوانوں سے جبری انداز میں اس طرح منظور کرالیا گیا کہ نہ کوئی بحث و تمحیث کا موقع دیا گیا نہ ہی ان قوانین کے مثبت و منفی پہلوں کو اجاگر کرنے کی اجازت دی گئی، حیرت تو یہ ہے کہ حکومت اور اس کے اتحادی نیز اپوزیشن کی اکثرجماعتوں تک کو اس بل پر خاموش رہنے کے اشارے دیے گئے، میڈیا تو پہلے سے ہی کنڑولڈ اور مذہب کے معاملات سے صرف لاتعلق ہی نہیں بلکہ مذہب دشمن اور مغرب کے کھلے آلہ کار کا کردار ادا کر رہا ہے، یوں کوشش جاری ہے کہ اس بل کو ٹھنڈے پیٹ ہضم کرواکر اگلے مرحلہ میں مذہب اور دین کو مغربی قبضہ میں دے کر آنے والی نسلوں کے دین و ایمان کا سودا کر دیا جائے، اور مذہب کے ان اعلیٰ مقدس اداروں سے من پسند نتائج حاصل کیے جائیں، مساجد میں حکومتی خطبے اور مدارس میں حکومتی نصاب مزارات پر حکومتی افسران بطور مجاور مقرر کر دیے جائیں اور یوں اسلام کوفتح کر کے نسلوں کو اسلام سے برگشتہ کر دیا جائے۔

 قارئین! اس بل کی حساسیت کا اندازہ ذیل کی سطور میں لگائیں گے یہ کس قدر خطرناک بل ہے اس کی جس قدر سنگینی ہے اس قدر اس پر خاموشی اور رد عمل نہ ہونے کے برابر ہے جو چند شخصیات یا طبقات رد عمل دے رہے ہیں ان کی آوازنقار خانے میں طوطی کی آواز کے مترادف ہے، اس بل پر عوامی رد عمل نہ ہونے کے برابر ہے، غیر مذہبی سیاسی جماعتیں مذہب سے غیر اعلانیہ طور پر بیزار ہو چکی ہیں، چنانچہ مذہب دشمنی میں پی ٹی آئی، پی پی پی کی تو باہم دوڑ ہے ہی، مسلم لیگ ن بھی ان سے پیچھے نہیں ہے، یہی وجہ ہے کہ اپوزیشن کی تحریک میں مذہب دشمن اقدامات کو غیر مذہبی سیاسی جماعتوں کی جانب سے ایجنڈے پر نہیں لانے دیا جاتا،قائد جمعیت حضرت مولانا فضل الرحمن دامت برکاتہم مذہبی ایشوز پر اکیلے ہی بات کرتے ہیں، مذکورہ بل میں بھی جماعت اسلامی کے سینیٹر محمد مشتاق کی تجویز کردہ ترمیم کو اسپیکر نے نظر انداز کیا۔

 اس لیے اسلامیان پاکستان کو اپنے مقدس اداروں کے تحفظ کے لیے میدان عمل میں اترنا ہوگا۔

 ہر چند کہ اوقاف بل سر دست وفاقی دارالحکومت کے علاقوں کے لیے ہے تاہم اس تجربہ کے بعد یہ باقی ملک میں بھی نافذ ہوجانا کوئی بعید نہیں ذیل میں اس بل کا خلاصہ روزنامہ جنگ اسلام آبادمورخہ ۱۳ستنبرکے مطابق پیش خد ہے:

 ۱)…… اس قانون کے تحت کوئی بھی شخص یا کمیٹی اگر جائیداد وقف کرے گا تو اسے حکومت کے مقرر کردہ ادارہ اور اس کے منتظم سے رجسٹرڈ کرانا ہوگا۔

۲)…… مسجد/مدرسہ/قبرستان/ یتیم خانہ/ خانقاہ/ مسافر خانہ کوئی بھی وقف ہو، وقف کی اجازت اس سے مشروط ہوگی کہ وہ منی ٹریل دے یعنی یہ بتائے کہ اس کے پاس یہ جائیداد یا رقم یا مال کہاں سے آیا حکومتی اطمینان کے بعد واقف کو وقف کی اجازت مل سکتی ہے ورنہ نہیں 

قارئین! آپ اندازہ لگائیں کہ وقف کے لیے مذکورہ بالا دونوں شرطوں کا مطلب کیا ہے؟نئی قائم ہونے والی مساجد، مدارس اور اداروں کے قیام کو روکنا ہے۔یعنی نہ اجازت ملے گی اور نہ ہی آئندہ کوئی نئی مسجد/ مدرسہ/ قبرستان/ یتیم خانہ /مسافر خانہ /خانقاہ یا کوئی ہسپتال تعمیر ہوسکے گا، گویا کہ نئے مذہبی عبادت خانے اور فلاحی منصوبوں پر پابندی عائد کی جارہی ہے، ظاہر ہے کہ نہ کوئی سرکاری دفاتر کے چکر کاٹے اور نہ ہی رقبہ وقف کرے اگر سرکاری اداروں میں جائے تو نہ منی ٹریل دے سکے اور نہ ہی اجازت ملے،الٹا حکومتی ادارے کے ہتھے چڑھ جائے کہ یہ رقبہ تم نے کہاں سے حاصل کیا؟

سوال یہ ہے کہ بینک میں رقم رکھتے ہوئے جائیداد خرید کر تے ہوئے کمپنی منظورکراتے ہوئے کاروبار شروع کرتے ہوئے منی ٹریل دینا ضروری نہیں، تو وقف کے لیے منی ٹریل دینا کیوں ضروری ہے؟

اگر ملک میں موجودہ وزیر اعظم منی ٹریل نہیں دے سکا اور سابقہ وزیراعظم کی منی ٹریل قبول نہیں کی گئی تو بے چارہ سادہ مسلمان جو مسجد و مدرسہ کا قیام چاہتا ہے وہ کیونکر یہ الجھنیں اپنے سرلے سکے گا، جب فروختگی اور دیگر معاملات کے لیے منی ٹریل ضروری نہیں تو وقف کے لیے منی ٹریل کیوں ضروری ہے؟

صاف ظاہر ہے کہ اہل اسلام کے مذہبی معاملات میں رکاوٹ اور دینی تعلیم، عبادات اور رفاہی امور جن سے اہلیان پاکستان کی خدمت کا فریضہ سرانجام دیا جارہا ہے، سب کو روک کر مغربی ایجنڈا پورا کیا جارہا ہے، ظاہر ہے یہ پابندی آئین و دین دونوں کے خلاف ہے۔

۳)……وقف کے املاک کے لیے حکومت چیف کمشنر کے ذریعے منتظم اعلیٰ (سرکاری افسر) تعینات کرے گی۔

۴)…… منتظم اعلیٰ کسی بھی خطاب، خطبے یا لیکچر کو روک سکے گا نیز کسی بھی قومی خود مختاری اور وحدت کو نقصان پہچانے والے معاملے کو بھی روک سکے گا۔

قارئین! مذکورہ بالا دونوں شقوں کا مطلب بھی آپ سمجھ چکے ہوں گے، پہلے سے وقف شدہ مساجد، مدارس خانقاہیں اور دیگر اداروں میں خطبات جمعہ، اصلاحی بیانات، تبلیغی سرگرمیاں، مدارس میں پڑھاے جانے والے اسباق کو جب چاہیں قومی وحدت کے خلاف قرار دے کر روک سکتے ہیں، ماضی کے چند سالوں کا تجربہ شاہد ہے کہ بین الاقوامی قوتوں کے نزدیک قرآن کریم بھی نعوذ باللہ وحدت کے خلاف کتاب ہے، جو معاذ اللہ شدت پسندی کو فروغ دیتی ہے اور ملکی ادارے تو دینی نصاب کو بھی فرقہ واریت کا باعث قرار دیتے رہے ہیں، گویا یہ سب بند کر دیا جائے گا۔ الغرض نئے ادارے بن نہیں سکیں گے اورپرانے ادارے کام سے روک دے جائیں گے۔

۵)……  وقف املاک پر قائم تعمیرات کی بھی منی ٹریل معلوم کرنے اور حکومت کو آڈٹ کا اختیار ہوگا۔

یہ شق مساجد اور دینی مدارس کی عمارتوں پر قبضے کے لیے لائی گئی ہے، اس شق کا مطلب واضح ہے کہ برسہا برس سے تعمیر شدہ ادارے یہ ثابت کریں کہ انہوں نے تعمیرات پر خرچ کردہ رقم کہاں سے حاصل کی تھی، اور کیسے خرچ کی تھی، اگر وہ جواب نہیں دے سکتے تو یہ سب کچھ حکومت کا ہوچکا ہے، وہ بے دخل کر دیے جائیں گے، اس شق میں اس کا بھی احتمال موجود ہے کہ دینی مدارس و مساجد اور وقف اداروں پر قبضہ کر کے انہیں دفاتر وغیرہ میں تبدیل کر دیا جائے۔ اسی طرح اخراجات کے لیے ادارے کو حاصل شدہ آمدنی کی بھی منی ٹریل حکومت کو دینی ہوگی، یہ رقم کہاں سے آئی او ر کس نے دی تاکہ حکومت اور حکومتی اداروں کے خوف سے معاونین چندہ دینا بند کردیں، اور نتیجتاً مدارس و مساجد بند ہوجائیں۔

۶)…… بل کے مطابق وقف املاک پر قائم عمارت کے منتظم منی لانڈرنگ میں ملوث پائے گئے تو حکومت ان املاک کا انتظام سنبھال لے گی، اور قانون کی خلاف وزری کرنے والوں کواڑھائی کروڑ روپے جرمانہ اور پانچ سال تک سزا ہوسکے گی۔ اس شق کے تحت جدید و قدیم اداروں کے خاتمے کے ساتھ ان اداروں کی خدمت سے لوگوں کو روکنا ہے، تاکہ کوئی بھی شخص مارے ڈر کے مدرسہ کی انتظامیہ اور کمیٹی کا رکن نہ بنے، کہیں منی لانڈرنگ کے الزام کے تحت جیل اور بھاری جرمانے کا شکار نہ ہوجائے۔ اس بل کا حاصل نئے مدہبی اداروں، مساجد/مدارس وغیرہ کا قیام روکنا پہلے سے قائم اداروں پر قبضہ اور ان کی بندش و مدارس اور وقف اداروں کے معاونین و منتظمین کو تعاون و انتظام سے روکنے کے سوا کچھ نہیں۔

امید ہے کہ قارئین! کو اس بل کی حقیقت سمجھ آگئی ہو گی، اسلامیان پاکستان کو اگر اپنی عبادت، تعلیم اور مذہبی و سماجی اقدار بچانا ہے تو اس بل کے خاتمے کے لیے جد جہد کرنا ہوگی ورنہ جو نسلوں کا حال ہوگا اس کا ابھی تصور نہیں ہوسکتا۔

  The West's war against Islam, which began after 9/11, was met with military defeat and the United States and its allies fled humiliatingly from Afghanistan, but this alleged crusade against Islam Weak, helpless and enslaved rulers of Islamic countries are fighting in different ways on the land of Islamic countries. Therefore, Islamic values, civilization, beliefs and ideologies have been present in every government from the time of Musharraf till now. The onslaught continues, on the one hand, the media's weapon, on the other hand, the anti-Islamic legislation continues with beautiful titles using the weapon of the occupied and slave parliament, these newly enacted laws include the beautiful family system of Islam, the system of chastity and Laws against modesty, economics, clerics and religiously minded Muslims, and against religiously minded government employees and civilians in the name of terrorism, have long been the subject of pressure from the FATF. Name-making laws, including the Endowment Bill 2020, Parliament Preparations have been made for the unannounced takeover of mosques, madrassas, waqf institutions including monasteries, shrines, orphanages and other institutions and their closure.

  The Endowment Bill was hastily passed without consultation and without notice from both the Houses in such a way that no discussion was allowed nor was it allowed to highlight the positive and negative aspects of these laws. The government and its allies, as well as most of the opposition parties, have been signaled to remain silent on the bill. The media is already controlled and not only indifferent to matters of religion, but also the role of anti-religion and open tool of the West. Attempts are being made to digest this bill with a cold stomach and in the next stage, religion and faith will be handed over to the West and the religion and faith of the coming generations will be traded, and with these high sacred institutions of religion. The desired results should be achieved, government sermons in mosques and government syllabus in madrassas, government officials should be appointed as majawars at shrines and thus Islam should be conquered and generations turned away from Islam.

  Readers! The sensitivity of this bill will be assessed in the following lines. The more dangerous this bill is, the more serious it is. The more silent and unresponsive it is, the few personalities or sections who are reacting will have their voices heard. It is like the sound of a parrot in a box, there is no public reaction to this bill, non-religious political parties are unannouncedly disgusted with religion, so the PTI and the PPP are in conflict with each other. The race is on, PML-N is not behind them either, that is why anti-religious measures in the opposition movement are not allowed to be brought on the agenda by non-religious political parties, Jamiat leader Hazrat Maulana Fazlur Rehman Damat Barakatham Religious Issues Speaking alone, the speaker also ignored the amendment proposed by Senator Muhammad Mushtaq of Jamaat-e-Islami in the said bill.

  Therefore, the Islamists of Pakistan must take action to protect their sacred institutions.

  Although the endowment bill is primarily for the areas of the federal capital, it is not far-fetched to implement it in the rest of the country after this experiment. The following is a summary of the bill, according to the daily Jang-e-Islamabad dated 9 September:

  2) Under this law, if any person or committee dedicates property, it has to be registered with the institution appointed by the government and its administrator.

 2) …… Mosque / Madrasa / Cemetery / Orphanage / Monastery / Passenger House Any waqf, the permission of the waqf will be conditional on him giving a mini-trail, ie stating where he got this property or money or property from. Waqf may be allowed to waqf after government satisfaction, otherwise not

 Readers! Guess what the above two conditions for waqf mean? The establishment of new mosques, madrassas and institutions should be stopped. That is, no permission will be given and no new mosque / madrassa / cemetery / orphanage will be established in future. / Passenger house / monastery or a hospital could be built, as if new religious places of worship and welfare schemes are being banned, obviously no one should visit government offices or dedicate area if he goes to government institutions. Can't give money trail and don't get permission, on the contrary, get into the hands of government agency, where did you get this area from?

 The question is, it is not necessary to give money trail while starting a business by approving a company while buying property with money in the bank, so why is it necessary to give money trail for waqf?

 If the current Prime Minister of the country could not give the money trail and the money trail of the former Prime Minister was not accepted, then how can a helpless simple Muslim who wants to establish a mosque and a madrassa get rid of this confusion when it comes to sales and other matters. If Money Trail is not necessary then why Money Trail is necessary for Waqf?

 It is clear that the Western agenda is being fulfilled by obstructing the religious affairs of the people of Islam and religious education, worship and welfare matters which are being performed to serve the people of Pakistan. Against both.

 2) The Government shall, through the Chief Commissioner, appoint a Chief Administrator (Government Officer) for the Waqf property.

 Readers! You will have understood the meaning of the above two clauses, preaching in mosques, madrassas, monasteries and other institutions on Fridays, corrective statements, preaching activities, lessons taught in madrassas whenever you want against national unity. The experience of the past few years has shown that in the eyes of the international powers, the Holy Quran is also a book against the unity of God, which, God forbid, promotes extremism and even the religious institutions of the country cause sectarianism. Declaring, as if all this will be stopped. The purpose will not be to create new institutions and the old institutions will be shut down.

 2) The government will also have the power to find out the mini-trail of buildings built on waqf properties and to conduct audits.

 This clause has been brought to occupy the buildings of mosques and religious schools. This clause clearly means that the institutions built over the years should prove where they got the money spent on constructions, and how they spent it. If they can't answer, then all this has happened to the government, they will be evicted, there is also a possibility in this clause that by seizing religious madrassas, mosques and waqf institutions, they will be given offices etc. Be changed Similarly, for the expenses, the money earned by the organization will have to be paid to the government. Where did the money come from? ۔

 According to the bill, if the managers of a building on a waqf property are found involved in money laundering, the government will take over the management of these properties, and those who violate the law will be fined Rs 2.5 crore and sentenced to five years. Under this provision, with the abolition of modern and ancient institutions, people are to be barred from serving these institutions, so that no one becomes a member of the management and committee of the Madrassa, or face imprisonment and heavy fines for money laundering. Don't fall prey to. The result of this bill is nothing but to stop the establishment of new religious institutions, mosques / madrassas, etc., to occupy the existing institutions and to close them down and to prevent the assistants and administrators of madrassas and waqf institutions from cooperating and managing them.

 Hope readers! He must have understood the reality of this bill. If Islamians of Pakistan have to save their worship, education and religious and social values, then they have to make efforts to get rid of this bill.
